That's also pretty much what I do - maybe a little more exaggerated.

Blipping is, like heel-toe in a car, rev matching.

Yeah, it's done to match the revs, but see earlier post(s) for what I mean by rev matching

It's a confusing distinction to draw.

Any rev matching should be done as quickly as possible. The only thing slowing the process is an engine's time-to-rev, blipping isn't the step-by-step process you describe. On a fast revving bike, it all happens at virtually the same time, almost as quickly as you can get the clutch in and out. The only difference between the two things you describe is that you don't close the throttle at the end. If you were braking you would, and no one that was going to accelerate in the lower gear would You'd still want the revs to be matched as closely as possible before you engage the clutch, though, but obviously it would make less difference.

I suspect in real life it's a big blurry line where as you say it all happens at once it's just on paper we can talk about the 2ms between "blipping"/engaging clutch/accelerating vs "rev matching" lol

Personally I don't blip when slowing, I just don't release the throttle when changing down. I blip at traffic lights, when I'm bored or to let other drivers know I'm there.

If you ever have to get a bike home with a broken clutch cable (pipe on a thou) you will be glad you practiced blipping the throttle.................
