both affect it, where the weight it affects as well, keep the weight as central as possible is how you do it

a few mm makes a noticeable difference? I doubt it. I also seriously doubt bar ends make much difference to handling at all, unless you go to the extremes of hanging a few kilos off the ends of the bars.

put the bar ends with the shot weights in them then use mine and you really feel the difference, and everything that helps to throw the bike from side to side i will take.

Bar end weight affects turn in by raising the CoG not by the weight being outboard.
If you want bike to turn in sort out the cruiser geometry of it, on 2gen people seem to settle on a 340mm shock length and GSXR forks which are an inch or so shorter. On 1gen you can make shock 345mm or longer. Couple grams on bars I doubt you'd notice.

I ain't slow myself, and the only noticeable difference I can feel when the bar end weights are removed is the bars have slightly more vibration. |

yep more vibrations and you can feel the weight, i hated not having bar ends when i dropped the bike and changed the bars without having new bar ends

No sentient being would ever be able to tell the difference in weight at the ends of the bars in normal, or even track riding. No-one moves the bars far enough or fast enough to be able to detect anything like that, and if you do, then you should seriously consider getting some advanced training before you hurt yourself.
All you'll ever notice is a change in the vibration levels tramsitted up the bars and into your hands |
