The EHS manager for my business said to try using an MP3 player. The site manager where I am based (I do not work directly for the site) has stated they are not allowed on site. I have tried and found it just as disturbing as no music. (Perhaps I this is a natural response to listening to Morrisey)

I don't think the noise is anywhere near dangerous levels. Simply annoying, distracting and not conducive to meaningful thought. I spend more time being irritated by the noise than in productive work

My natural reponse to listening to morrisey is wanting to kill myself! Well, his solo stuff anyway.

You could just let your employer see how working in the noisey environment is affecting your productivity. A couple of missed deadlines and they'll soon take notice..... might not necessarily work in your favour though.

I totally sympathize, I have exactly the same problem. Our office is a fairly quiet place but then I get people a few desks away that talk on the phone at volume level 15. It really is a pain in the **** and I can't concentrate.

Recently I've seriously considered those stupidly expensive Bose noise cancelling headphones to get some peace and quiet.

I work on building sites and noise is just my way of life. Either join in or throw a stapler at someone.
