I don't know much about bike electrics and subsequent earthing but if a fuse blows it's clearly being overloaded which normally means an earth fault. I would take a multimeter and test for continuity between the wiring of the indicator circuit and earth/bodywork. You might have an exposed wire somewhere touching the body? Thus it's shorting out and blowing the fuse.
