As you say Andrew the sender is a simple enough system, either one or other of the wires to the light is connected to the third one, if the light works as it should when you short the contacts, and your earlier post would certainly suggest it does, then the problem must lie in the sender or the connector thereto, look again at the wiring on the connector, and on the loom, it's not in an exposed position but if the contacts aren't perfect it could well be the source of your troubles.

Tried it with the sender out of the tank?

Also you might have been unlucky and got a new duff sender

Sender outside the tank would cause fuel consumption to rise sharply!

Looks like the new sender from mike1234 is duff. I opened up one of the cylinder's on my old'n and its carbon contact based. Petrol in it has to increase the resistance, which is weird.
