its actually a criminal offence to walk your dog on a public highway (road, or footpath next to road) without it being on a lead. i know because i've prosecuted for it when i worked for the local authority. criminal conviction if found guilty. in hastings its normally the unemployed, unemployable ****bags walking their staffys off leads.
