I don't think so, I'd guess that the battery capacity has been reduced so it's being charged at a low level and the voltage rises quickly fooling the charger into thinking it's full, if the battery will hold a suitable voltage for a while the Optimate will give the green light. As said above; the Optimate and similar chargers are good, but they can't work miracles.
The other possibility is that the charge is being lost through the bike, which could be either leaky rectifier an alarm problem, or wiring damage.
To obviate that I'd disconnect the battery earth lead when off the bike, (yes I know, a chore), but if the battery starts behaving properly you'll know it's losing charge when parked up, which would tell you if one of the above problems is a probability.
