I've just realised its a 3/16" hole you need, you won't be able to drill it in one go, you'll need a smaller pilot hole, 1/16" if possible then enlarge it with 1/8", then 3/16", its starting to sound more expensive for one tiny little hole ! If you have a variable speed drill try it at low speed with lubricant. Once the drill's blunt you're wasting your time, engineers sharpen their HSS drills on a grinding wheel before using them, the precise angle ground into the cutting tip of the drill must be exactly right or it won't cut.

You need to start off with a smaller drill bit and then go up to the size you need also you need to use some cutting compound to stop the drill bit over heating.

Update: Did it!!

Went out and got an automatic centre punch which made the smallest indent ever in the pipe. Also went out and got a 4.5mm (slightly too small) hss titanium bit which actually went through the pipe like a hot knife. And I got the rivet to fit eventually.

P.S. I needed to drill a hole in the pipe just under the footpeg where the link pipe joins on. The hole is for a securing rivet that goes through the link pipe and into the exhaust downpipe. I guess it's a Yoshimura thing.

Also, a lot of cordless drills will have serious issues cutting steel- I wouldn't even bother with mine, that's what the ancient Bosch is for (it's nearly as old as me)
