No, I wouldn't be seizing any bikes unless I had some evidence to convince me it wasn't restricted. But having seen the number of restriction certificates on sale on Ebay, some rider producing one to me would not change my mind if I believed it wasn't restricted.

Like a turbo hanging off the side or smoking the tyre at 70mph?

For what it's worth, I think that Fishtits posts are all very good and I understand both sides of the argument. I think the point we all agree on is that the Police concerned in this particular incident have reacted in a strange and unnecessary way. I do see that having a restriction certificate isn't a guarantee of the machine's restriction, nor is it a legal requirement, however it can only help having it under the seat (which may have benefited the OP).

I don't see the benefit of seizing the bike and dyno'ing it, especially with all of the potential issues with whether or not the test can be viewed as valid and it seems like a terrible waste of public money, especially if the OP wasn't doing anything wrong.

Mine has steve jordans stamp on it ( ok yes could be a fake if you didnt know who they were)
But also a dyno print out by them for the ecu.

Would you be inclined to believe that?

I think you'd be OK with yours because it's only a little bike, it's plausible even to the most determinedly retarded copper that a 250 might make <33bhp.
I did my test a few weeks after my 17th so I can't do the accelerated access but due to a carp insurance company the earlier I sort out a new bike the less I'm loosing on ncb.

Parked next to a lad I knows SV and a 600 bandit physically it doesn't look that much smaller same, bigger than the tiny 400 sports bikes any ways.

HP quoted by susuki at the crank was over 33

It would depend on the circumstances. If you had been clocked at 110mph and produced the certificate to me, I would be inclined to think it was either fake or you had derestricted the bike.

If you were stopped doing 90mph, yes, in that case, I probably would believe you.

But I personally wouldn't be seizing it unless I had some sort of evidence suggesting it wasnt restricted.

I've heard tales of a mobile dyno at least one police force use, mainly for mopeds which allegedly does bikes up to 33HP as well.

And if there were grounds to think it was unrestricted..? Seized? Despite being shown evidence to the contrary?
