get a scorpion with removable baffle...they sound mega even with it in
 the best thing for cleaning the downpipe that I have ever found is Fairy Power Spray! Apply very carefully and leave for 30 mins then scrub with a stiff brush. You will be amazed

Spray the side panels and Mirrors to match maybe? (side panels that you take off to remove the seat).
