O.k so I filed the head of the back screw off, the head was mashed plus my dads thread extractor snapped off in the screw removed the rear plunger which was all gunked up, cleaned and greased as per Yorkie Chris' recommendations. Managed to shock the front screw out, (i told it what i had to do to the back screw!) and pretty much did the same thing for the front although this one was a lot cleaner. Replaced both screws with zinc plated steel ones and also greased the splitter.
Choke seems to be working a lot better now, not 100% but a damn site better.

Thanks for everyones advice/constructive criticism

Oh and if anyone wants to know the screws are M5 x 13mm, my B & Q only sold x16mm so i just ground them down...

The plungers themselves don't cause the problem, it's water getting down through the cable that does.

Pull the cable off, get a cable oiler and pack the cable with spray grease. Using the little hole in the splitter, fill it with grease. Put a blob of the stuff in with the springs behind the plungers.

This does a good job of preventing rust from the cable preventing the plunger from returning.

Ahhh nice one cheers Chris. I now have a greater understanding to the word of the choke plunger.
Just need to get them carbs off and have a look inside to see if there is any muck in there.

Muck anywhere can cause issues, can also be a sticky cable. The screws that close plungers don't have much strength to overcome much resistance.
