when you put the fork oil in, did you mesure the air gap on your forks with the spring out and compressed?

when you say dont compress, are the completley locked or just very hard to compress?

Is there any chance you put the emulator the wrong way around? Have you dismantled the forks and checked that everything is ok

Take every thing out, put a broom handle (wooden) down the inside of the leg and give it a tap with a hammer, put every thing back in when the leg is out again.

Mine used to stick down every time i changed the oil and seals

What spacers are you using at the moment? I take it you got the caps back on the top of the forks after putting emulators, springs and spacers in??? how much effort did this take?

My guess is that you have an obscene amount of preload ...
