I do agree with you.
I wouldn't do it, but I don't expect every body has the same values as me.
The "hitter" did come back, and even if they saw that the biker appeared OK, that doesn't mean that there aren't internal injuries that are not apparent at the seen.
I have been the reciepient of a hit & run, they didn't come back.
How many pigeon holes do we want to place people in.
Those that stay,
Those that come back within minutes.
Those that come back when every thing seems OK.
Those that come back when every thing IS ok.
Those that don't come back and fess up when caught.
Those that don't come back and try and wiggle out of it.
Those that nobody can find ever.

The guy came back and has to face up to what he has done and what ever comes from that.

I was just saying that shock can have a contributing factor.
Untill you have run someone over and think that you may have killed them and destroyed the lives of an entire family, you don't know how you will react.

S.3 careless driving. Driver will be interviewed and reported, OP, you might even get a pro-forma statement to fill out and the rest is down to whatever case progression/accident records/evidence review departments Metpol have. If there aren't any serious injuries it might even end with the driver attending a driver improvement course instead of prosecution, depends on what actually happened though.

With regards to the 'shock affecting the drivers actions' argument, I think that would be valid if he had sped off, stopped down the road and come back, a sort of fight or flight reaction. Years ago I was in a car with my mate when he dinged a stationary car in a car park (with the driver sat in it), the first thing he did was drive off quickly, but hadnt even gone 20 meters before he stopped. Obviously knocking someone off their bike is more stressful than a little car park ding, but I think that half an hour, and a drive by before fessing up sounds more like they were weighing up their options and how likely they were to get caught, the consequences of fessing up etc. Rather than coming to their senses and 'doing the right thing'. If he had hit the bike, sped off and stopped further up the road before coming back, it would be a different kettle of fish. All in my humble opinion of course.

Two pigeon holes are perfectly sufficient for an accident where someone is likely to have been injured

- Those whose primary concern immediately following the accident, is what the law will do to them for causing it

or if you want to simplify it

- Ordinary human being with a natural concern for other human beings

- Selfish scum!

I know exactly how I would react if I had caused that accident.

This is valid, but someone who returns to the scene 30 seconds later falls into this category IMO.

I guess that's what annoyed me, when the driver did return, he didn't rush over to the biker to see if she was ok. He was on his phone when when he got out of his car, on his phone still whist talking to the police, didn't even walk up to the downed biker just casually stood around talking on his phone, laughing at one point...

Here's a disturbing story I remember from 2005.

Basically 4 different drivers hit the same person on a deserted road in the middle of the night (victim was drunk), they all drove off, each thinking they'd been the ones to kill him. One even took time to pull bits of him out of their car at the scene, now that's cold!

Yep, but certainly up here, we would have conditional power of arrest meaning that providing he gave his full details and these could be verified we couldn't force him to be interviewed, nor could we prevent him for driving away!
