how long is a rope, how big is a forrest.

Have you set the correct sag? Find a guide using google, there are many, find one using google.

Or

You adjust it to suit you, ride on a stretch of road you know well and test, go back to start of the same road, adjust and ride again, do this until you're happy with how the bike behaves, changing to a different oil, having a serviced/new damper and forks makes a lot of difference.

It sounds like the maybe the previous owner has set the pre-load to max or almost. There`s no point in having rock hard suspension on the road or if your not a heavy or aggressive rider. With the spring pre-loaded to the max the damping cant work and any bumps will go straight to your wrists. Try turning the adjusters all the way out on both sides, then wind them in by the same amount on both sides, leaving 4 marks showing on each adjuster...now go for a ride on a piece of road you know and see how it feels...you could take a screw driver with you and stop to make adjustments and try again. Lots of people will talk about changing oil weights or springs or even fitting a front end a gsxr and a rear shock from a zxr....but the standard setup is fine for road riding ..and if you wanted it to handle like a gsxr you`d buy one.

Short term get a freind and set your sag.
Search how to set it up.
When you get time new oil and correct air gap . and if you can't get the right sag new springs.

I didn't think an 02 model had adjustable preload on the front. Maybe the previous owner did a front end swap. If so why and is everything done up properly?

02 model curvy did indeed have a pair of preload adjusters added to the forks.
