Someone on here does work with James May, but not specifically on Top Gear!
Maybe James learnt it from him/her and it came up in casual conversation with Jeremey who decided to use it?!

Just got to 45 minutes. Whilst doing the cool wall Clarkson says
"you are mistaking this for a democracy, it's not, it's a dictatorship".... They have definitely been on the org!
