Default Restricted ecu capabilities?

I am just after buying a restricted ecu from ebay to replace my current fi kit (washer and throttle stop). Cost thirty pounds. The description, as below, seems a bit odd to me though. I though a restricted ecu wud be good until about 7k revs and 115mph, not 4-5k revs and 98mph. Just concerned before i pay for it that something may be wrong with it (can they be faulty?) or does the seller just not know wht hes talking about?? Thanks.

"33bhp Restrictor ECU from my 2006 Suzuki SV650 S.

I believe it would fit all Pointy SV650 / SV650S.

Having just finished my 2 years restriction (04/09 - 04/11) up for grabs is the plug and play ECU/CDI unit.
Still gives a great feel of the power to come.* You can get up to round about 4/5000rpm in each gear.
I rode numerous times with an R1, Z1000, Ninja and CB1000 and could keep up (within reason) till about 70 mph.
Its good for about 94/98 mph (Alledgedly!!!)."

Yeah, thats fine.

Bike will actually go beyond those revs but not as quickly.

Standard ECU restriction is good up to the late 90's.

If you can get in the slip-stream of another bike, with a tail wind and downhill, it's possible to get it close to 110mph. (Tested on a track of course, ahem...)

But after a point wind resistance will always win against 33bhp.

i have an 2k6 sv650 s with the FI restrictor kit and was told when they put it in that all it was is 2 metal rings in the air box and a throttle restrictor, that was it! no mention of an ecu and they shop even gave me the instructions to fit it!

Wont fit ALL pointies - I think that they made a change to it at some point but not sure.

Worth getting part numbers and checking I think.

My restricted SV, Sylvie, will rev up to 8K and down hill on a runway managed 110MPH on the clock. Back up the hill carrying my six foot tall lardy brother, Sylvie pulled 80.

Don't get confused by the need for more power, 33BHP (25KW) is still enough to have a lot of fun and break the speed limit. After a ropey 125cc bike, a restricted SV feels like a snarling monster!

Little tip for you though, keep your chain well looked after and your tyres properly inflated, these two things make a difference when the engine is electronically restricted.
