other option then is to drill it out, and get a suitable size nut and bolt to replace incase you need to put it back in.

Get a small gauge centre punch and give the rivet some solid thumps in the centre, then drill out the rivet. If the baffle is tight and won't budge with some decent sized pliers, give it a squirt of WD-40 or similar, leave for a few mins then attack again with pliers, with some twisting.

Once it's out, wrap in an old rag, stuff in a small plastic bag and shove under the seat along with a suitable sized selt tapping screw or bolt so that if plod ask you to put it back in, you can.

Removing the baffle is a safety feature that allows road users who haven't seen you, to hear you!

Yeah has been like that since new, and my SK4 was exactly the same.
