Mostly right Chris. Compulsory third party bodily injury insurance (CTPI) is through the various GIOs underwritten by government, is paid at the time of registration and accounts for more than 90% of the bill. It has been a while since I looked, but the actual registration is something like $40-50pa (~GBP20-25pa), CTPI something like $700 and GST (VAT) slapped on top of that. Anything that could be called a road tax is on fuel, nearly all of which slips into general revenue.
FWIW, liability always falls (it's in law) on the vehicle and the registered owner. That might seem a bit rough but it is equitable and probably saves a lot of squabbling. That extends through to the non compulsory 3rd party property insurance (TPI). An un-registered (therefore uninsured) vehicle is not a risk in terms of CTPI because I am covered under my own CTPI (riders pay quite a bit more than cagers for this reason) as a third party, but then so is the other guy despite being in a world of poo (and not entitled to any sort of payout in the event of a permanent injury - insurance will put him back together again) for being uninsured. On the TPI front I ensure that I am insured against the uninsured. Quote:

the engineer looked at the bike on tuesday and said the damaged parts will be about £12,000 to replace from suzuki.

Was talking to a guy in a bike shop earlier and someone in Northumberland got hit by a deer last week at Scots Gap, it actually jumped out of the hedge and hit the rider!! What are the chances? He has quite a few broken bones apparently. Bet the poor deer was sorry
