I don't know exactly what the SCP procedures are or what evidence they keep, but I'd imagine they have to keep a copy of the letter in some format along with proof of posting, and will need to produce that if you question the NIP's validity.

I can't imagine they would ever risk being caught doctoring the evidence, ie: changing the date on the letter or the proof of posting, so whether you have a copy of the letter or not makes no odds, I'd imagine a copy will exist somewhere to prove compliance with the 14 day rule one way or the other.

Nope, IIRC they just need to fill in a declaration that they sent it to you. Worse still it's pretty much impossible to prove they didn't because they won't release anything unless you nail them to the floor and beat them with a court order (wrapped around a house brick).

Would an SCP employee fill in and sign a false legal declaration? I wouldn't certainly not on civil service pay!! (maybe they'd do it to keep the pension and the holidays

Yes actually..

As scary as it is a whole load of speeding tickets got voided down in the south because the SCP falsely declared they'd served them within 14days

Blimey, whoever signed those and back-dated them should be disciplined. That is a deliberate act to falsify the evidence.

And the police wonder why the public has so little faith in the fairness of this system of policing the roads?
