It comes down to if its considered an unsafe load. Problem comes from being carried in a bag over his shoulder, its not a load so to speak as its not strapped on the bike though police would probably have a word if nothing else.
In my past, I have also carried beach casters (6ft + long) strapped on my back, even passing traffic cars and they have not batted an eyelid so obviously not considered unsafe at the time |
