That doesn't really cause the front end to wobble, adding weight to rear does and you are doing this with the panniers. They are acting like wind brakes at higher speeds which is pushing down on the rear and lightening the front.

Steering dampers only mask the problem, your problem is due to the suspension if the chassis is straight.
