Torque specs ain't for making sure it's tight though, they're for making sure it's not too tight. Anyone can tighten something but not overdoing it is not so easy.

Agree with Northy.
Most things only really need to be a sensible amount of tight - a sensibly applied hand will be fine, however an assembly with multiple fixings on it often needs to have the same amount of tight on each to avoid distortion. You may well be fine with any amount of basic fiddling without one, there are plenty of places where it matters - you'd be unwise not to use one.
