The first and forth products on this page should be ideal.

The top one has a one-way buckle, which you pull tight by hand. I used to use these but the buckle casting broke.

The forth one has a ratchet mech. and pvc coated hooks which work well on the bosses on the underside of the luggage rail thingies.
