Sounds like there is a throttle stop in place
(belt and brace method employed by Suzuki and Kawasaki on FI bikes)

Wasn't this covered a month/ 6 weeks ago?

Edit: Found it! http://forums.sv650.org/showthread.php?t=184180

Also check the ECU isn't a restricted unit

Just to be clear:
1) it revs to the redline when there is no load
2) In all gears when driving it will not rev above 6,500 rpm?
3) The throttle stop has already been removed?
4) No one has yet checked for inlet rubber washer restrictions, or checked the serial number of the ECU to see if it is a restricted one?

If you do a search for ECU serial numbers, there are a specific range that are restricted.

i would say, don't bother with some lower fairings, they're expenisive and you bought a partly faired bike that's how it's meant to be! lol also it's easier to do some maintenance without them. as for exhausts, look at the fuel exhaust link in the thread in sticky above. they're great budget exhausts and make a decent racket too if you take the baffle out.

The worrying thing is that a professional dealer repeatedly couldnt spot that the bike was faulty, even when the exact fault was spelt out to him.Bl00dy cowboys.
