You need the carb sliders as alex above says to restrict a 2000 sv. They just fit between the carb and the manifold on the engine in order to restrict the amount of fuel/air that can get through.

If it was a 2003 onwards sv, then it would be fuel injected and then it would be possible to restrict via an ecu which is mapped to 33bhp.

So to recap. Either the OP has a 2000 bike and needs to remove the throttle stop and washers, or he has an 03 or newer bike and either needs to remove similar items or swap his ECU depending on which way his has been restricted!
