Dodgy horn and high pitched whining

I'm pretty sure you are right about this. The noise appears to come from the very base of the fuel tank and momentarily stops when I hit the electric starter whilst riding.

Is there any way to stop it from whining?

Yes - turn off the engine.

As far as I'm aware mate, its normal noise and is supposed to be present, its the fuel injection system doing its thing.
