Riders have reacted similarly just because they've been baulked on a fast lap during qualifying, or a rider has made a harsh overtake, or even been in a place when they are being lapped thats caused the other rider to loose the chance of a race win (in their mind) I wouldn'y say any of them are a banning offence... However grabbing out at another riders bike and causing them to crash is.

Your phrase WE DON'T KNOW means your judging and finding someone guilty for their actions, when you don't know what those actions were. A little harsh methinks.

the way i looked at it was the rider that caused the crash is a professional and you dont get to that level of racing without having seen and done it all before so to warrant a reaction like the one he made must not have been trivial.

lets say we were out on a run and i tried to kick you off your bike but nobody seen me do it, you then catch up with me and in retaliation you kick me off my bike but people seen you do it, who would be at fault?

Traditionally, that requirement is called "evidence".
