I generally agree with Flamin Squirrel on this one. As unpleasent as it is, it's an unfortunate side effect of the way the current emphasis is on collecting fines, rather than keeping traffic flowing. People wouldn't hate traffic wardens so much if they weren't (by and large) such a bunch of unreasonable, state-sanctioned criminal revenue collectors. Not saying that this poor chap was neccesarily one of those, but he was no doubt on the recieving end of sentiments directed at those who were.
