Hmm well thats debateable. As a buyer, I'm not going to trust or value any paperwork the vendor supplies, regardless of its supposed impartiality. I'm going to employ a solicitor who solely represents my interests, and comission a survey by someone with years of experience and letters after his name, and plenty of insurance behind him.
Would you trust a survey report compiled by someone who had simply bought a franchise, and / or attended a course? I've seen some of the HIP surveyors interviewed on TV - citing the hours being suitable for single mums, the future financial rewards etc - hardly inspires me with confidence as to their motive, experience or value of qualification.

Good for buyer? Well that all depends if it's properly drafted legislation that the buyer can rely on - if not, then just a waste of time for everyone. Do you rely on the current Govt. to draft something properly?
