I get the same feeling over very choppy surfaces, not sure if that's due to the nature of the sv's forks or down to the progressive springs but the improvement far outweighs this from what I've experienced. Only time it's ever been an issue was the other day at the recue ride out we got a quick go on an airfield so I had some fun on the corners going up there the surface was really choppy concrete (like visible waves style) it was sfairly uncomfortable but I was cranked damn far over at 70mph+ . If we're talking about the same sensation then it may well be nothing to worry about other than comfort (although it might put you off round a corner).
I just set up my preload by adjusting it in accordance to travel (probably the wrong way as I didn't measure anything like I know you did), at the moment the preloads ended up maxed out and I'm just under a cm from bottoming out.
