Yes, but that's quite normal for the Tour, as there is a long publicity caravan that precedes the race convoy, and they want to ensure that there are NO unauthorised vehicles on the course. There not much of a gap between the caravan & the race, and it fluctuates, so they need plenty of time in hand.

It also help the Police out by having the roads closed, so they don't have to police it so intensely.

On certain mountain stages the roads are closed the night before because it gets too busy with spectators camping out on the best bits.

I've seen the Tour twice in the UK, and I expect it to be complete madness with the amount of spectators on the course, especially in the Yorkshire Dales on the steep bits and in the towns along the race route, up to 4 deep.

I suspect its Police policy, as when the Tour of Britain is run round here, the roads are closed off for nearly the whole day too, and TOB is tiny compared to the TDF.
