Hi,
99 sv650s Do these wires need coonecting back to block, engine ran before bike was broken. |

That's the neutral switch wire and the 2nd/3rd gear signal to the ECU. Engine will run without them.

Sid, why would they be spliced in 1st place, common practice,performance mod? also would it still show neutral on dash?

The two that are disconnected need not be spliced, (but it doesn't matter if they are), they are the 2nd/3rd gear signal to the the ECU, and are removed to inhibit the ignition retard that made a Curvy pass the then current noise test, blue wire goes to the neutral light.

Restrict no, retards the timing a dab at certain revs in the two relevant gears as a means of ever-so-slightly depressing power output and thus reducing noise a bit so that the bike would pass the then current noise test.
