Default Spark plugs covered in muck

Took the spark plugs out and never seen them so bad and they were new in. Could this be cause of the carb needing a clean out????. I bought new pugs and put redex in the holes just to clean them out and changed the air filter. Please if you are a master at the honda nc24 let me know if i should take off the carb or if there is some other underlining problem. Cheers ian.

What muck? Carbon from richness? Oil? Pigeon droppings? What?

Need more info to give any sort of realistic answer, and clear pictures of the plugs would help too.
