Default Indicator Flash problem

I had one of my indicators blow recently, so i have replaced the 12V/21W festoon bulb with another and for some reason the new bulb flashes too fast. the other side works fine but the side with the new bulb the front and back flashes fast, if i swap the bulb to the other side it does it there as well.

Now the really weird thing is when i first try to indicate, it'll do one flash at the right speed and then go fast, any ideas?

festoon bulb - like a tube with caps on the end? They come in all wattages, and the fact you can swap it across and move the fault still suggests the lamp is wrong. Does it actually say 21W on it?

Having seen some the funky bits of kit on your bike, it would not surprise me to see an LED lamp in there some where that is not drawing enough current.
