Webdev work anyone?

I know there's a few IT types on here, and have PM'd a couple of people, but I thought I'd open it up to the masses anyway.

An old contact of mine has got in touch & wants a website making, everything from front end all the way back (which probably means design work too).

The spec is VERY vague, and that, combined with a lack of time that I have means that I'm not even going to consider it further.

Basically, they want a system where users can register, enter card details, and click to view (stream - possibly download but so far only streaming) video. Each click costs a pre-defined amount, and the card is billed accordingly. At the moment, they have nothing at all. They haven't approached banks etc to find out how they'd submit charges to the bank to my knowledge. This would be doing EVERYTHING from the ground up.

I also know the budget, and the person paying the bill is quite happy for it to be cash in hand, if that sort of thing floats your boat.
