I think you might be surprised. Heat travels upwards dont it so ofc you are going to save some loss of energy

Hold on...

On what basis is this a load of rubbish?

Have you compared thermal values?

I fully support the lifting boards, scrapping the old wool and replacing with new or you could use the above stuff providing it meets the correct thermal value you are looking for.

air in mineral wool gives you the thermal resistance, however that foil rolls a lot of the resistance comes from reflectance of the heat.

The new build we moved into around a year ago came with 2x100mm fibrewool rolled out across the whole loft space. 100mm inside the spacing of the trusses directly on top of the ceiling board and another 100mm rolled out perpendicular to the first layer. This covered the whole space but I wanted to board out the central corridor to use as storage space, its a high pitched roof so has a clear 6ft standing in the middle, then off to the sides the headroom decreases into the eaves.

What I "should" have done is buy the feet like Skip did and lay an elevated floor, but considering the cost of those feet and the area I was to be covering I cheated. I was aware that to compact the wool would be stupid, it only insulates because of the air pockets created in its make up so compacting it is redundant.
Therefore I decided I would be better off if I lifted up the top layer of wool and relocated it into eaves. This would mean increasing the insulation over most of the upstairs rooms but also allowing me to board the middle without compacting nor increasing the wool there as it now only laid at only 100mm which meant it was flush with the spans on the truss'

I then screwed flooring chipboard sheets directly onto the truss to make my floor, this meant I had another layer of insulation by the means of the chip board. I did have the intention to lay underlay and carpet to the boarding but that's yet to happen, it'll most likely be a case of when we replace carpets in the house the current ones will find their way up into the loft.

If you take the boards up yourself to expose the inadequate insulation, go on the web and find out if your energy company or the government will give you free top up insulation then have the boards laid over properly

And outwards and down wards
Victorian houses with cellars and single skin walls are chilly mother lovers!

I had my loft insulated this year, but I retained a small boarded area around the trap, then built raised shelves around that area. This kept the shelves above the insulation and gave me almost as much storage space as the previous assortment of wood and boards had provided.

I also put a boarded walkway underneath the insulation so I can still reach most parts of the roof by lifting a minimal amount of fibreglass.

Finally I did a sketch of where the various pipes and cables run so if there's a problem I've got some chance of finding them. The sketch is stapled to one of the roof beams.

Also make sure there's still good ventilation in the space once you've done this

That's a good idea, especially for people like me who have to go in to lofts to find pipes etc
