I know that our force policy is to send NIPs recorded delivery so we have proof of when we posted it but that is not a legal requirement.
I know in Scotland, having studied a little bit of contract law that legally "Date of posting = Date of receipt" but not 100% no English law.

Fair enough slow down when there are houses, but they have put 30 zones where there are fields both sides and the road is straight and level!
Why? All I can assume is it is too increase speeding taxes and artificially raise the 'clear up' rate. I disagree with this and therefore will do whatever I can (legally) to fight it!
Its a valid (topgear type) point but its not that simple. Cars and roads are better equipped than years gone but that little control module they call a driver has a tendensy to be a bit daft sometimes.
Another factor - Speed limits arent just there to slow you down in case your near a park, they are used to control traffic flow and traffic management is a critical in preventing accidents due to congestion in other locations.
Ever notice how quick traffic builds when some one pulls out on an amber light and cant clear the junction so block off the adjoining road? appraching speed limits and traffic light sequences all play a part in junction design and layout to hopefully ease congestion plus increase road safety.

Cars may be better, but roads cant cope with 100mph cars all arriving at the city limits at 8.50 expecting to be in work for 9.00.

And I'm not saying they should increase all speed limits, but due to the number of speed limit changes, you can get caught out - even on roads you have driven hundreds of times. It's dishonest and catching people in these situations offends my sense of fair play and my respect for the police is therefore reduced.

its a dirty trick if its done discreatly, but (and I dont pretend to be an angel by any means, feel I should point that out ) if a speed limit changes the relivent signage must also be provided and those driving using full observations will notice. Those driving complacent of thier surroundings may get caught out.

IMO the dirtiest thing the police have/use is the overhead variable speed limits they have in place on the M6 and in Sheffield. Those things change constantly and with a camera on the reverse of the sign you go past after its changed to something else and your NIP'd

again Im far from an angel, an get wound up by speed limits/alterations etc so Im not preaching - just trying to shine a little light around the corner for you.

And? What makes you so special these laws shouldn't apply to you?

I'm not singling myself out as a special case - I feel some laws are unjust and therefore should not apply to anyone.

This what I'm getting at. "I FEEL SOME LAWS ARE UNJUST..."

People can't just pick and choose what laws they feel should apply to them. If you break the law, get on with it, we've all done it, it's about taking respoinsibility in your actions.

I've done my fair share of dodgy things before, but every time knowing there was a chance I may got caught and if I do, fair cop.

There is a difference between "Democracy" and "Representative Democracy". Unfortunately we have the latter

Nah, it's not that it is assumed the date of posting is the date of receipt. what I was saying about the NIP is indeed the same in England and this has also been confirmed on numerous occasions over the past 18 months on this forum.

Wish people would use the search function at times!! lol!
