Yarp the rad should get hot all over, sounds like thermostat.

when i had said that the rad was cooler i mean very minor, it was still too hot too touch. Im sure that the thermostat is working but i will take it out to check.

Pull the housing in bits, check it for excess gunk, boil the thermostat itself in a pan of water to check operation.
