Not theft... but would firmly fall under gross misconduct for improper use of supplies and time wasting lol

Ach the civil servants favourite hobby. I'm surprised you need to ask the forum with your experience.
should counter no more than a first verbal warning. after all they have not left the building and over 6 years it has not amount to vast sums financially. and unlike your interent useage it doesn't have a policy around it ( well i'm sure it will soon) so ach nothing - besides let them prove it that you used their bands and not bands from outwith the organisation.

persoanlly anymore grief - throw it at them

My brother made a ball that size just from the bands he found on the floor in the morning on his paper round dropped by the posties. Took less than a year... One tip from this tale - don't see if it will float down a river* as my bro's sank.

*this would require taking it out of the office** of course and would be theft

**this assumes you do not have a river flowing through your office. I'll shut up now.

I used to work for HP - all they gave us was no pay rises for five years and a sense of dread when the alarm clock went off in the morning. I do hope things have improved in the last 14 months since I ran away.
