Same story here. Trouble is I don't even have the frame anymore (don't ask). Basically when I looked into it apparently you cannot scrap it yourself, you must take it to an authorized scrap yard, which will be nowhere near you, for them to do it. While this might work for you, it won't work for me. So I'm going to go to my local DVLA office when I get a chance and get them to deal with it then and there. But if you find out before me, do let me know your results.
