Unhappy Parking ticket!! Help

Hi Guys, Today I parked up in Hinckley and when I returned I found a lovely parking ticket stuck to the seat of my bike... I'll be honest I do generally park wherever I can put my bike but do I have any rights to appeal this ticket?

The ticket is for being "parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force"

It was observed from "11:36am to 11:37am"

As you can see from the pictures I'm not parked on the road but next to some bike stands obviously for push bikes but still.... also their is a pedestrianised zone but this is a good 10 meters down from my bike.

Pleease let me know if you think I have any grounds to appeal cos although I do probably park "illegally" I'd hate the idea of paying the council anything else.. Facts though please if there's an appeal!

Well the double yellow lines apply on the pavement as well.

You might try appealing based on the fact that you're not on the specifically restricted street so not contravening the exact regulation they've got you down for (making no comment in your appeal about the double yellows) but Technically you're definitely parked illegally.

Appealing is usually worth it since Whenever I've done it they've extended the discount period so I've lost nothing by doing so except the price of a stamp.

2 things:
1) the pedestrian zone & no vehicles
2) the yellow dashes on the kerbside indicate no parking on the kerb


I have been in this position & failed in the appeal due to point 2.

You could try claiming the yellow markings were so faded/chipped and in poor condition that you missed them.
Then as you noticed the restriction further along the road you retuned to your vehicle and moved it.You were only there for a minute?
I doubt it will work though

Those dashes mean "No Loading", there should also be a sign to that effect.

The road includes the footpath and land adjacent to it forming part of the highway, so you are clearly on it.

Parking restrictions apply to a length of road, and across it's entire width, so you are within the restricted zone.

You can stop on double yellow lines for the purpose of loading/unloading which includes picking up or setting down passengers, however the kerb markings indicate there is also a no loading restriction in place at this location.

Basically mate, you shouldn't have parked there.

You could try "I was parked at the bicycle rack, my tax disc says I have a bicycle".

It wont work, but its worth a laugh.

You're legally allowed to park anywhere outside of London on the pavement as long as it's not obstructing pedestrians and you're legally allowed to park on the road parallel to you.
