Default Getting Unhinged

I have a slight problem... I have some body work for an old Yamaha, the lower fairings to be precise. I have the left and right hand side which are joined together at the bottom by two metal hinges. My problem is they are seized. I need to separate them so suggestions please?

I have tried with WD40 on similar ones before and this has no effect as I imagine there is rust within the hinge. I doubt I'm the first to have the problem with this design so hopefully there is a known cure? Other things to note is that I have considered grinding the rivets off to remove the hinge in total to work on it separately but at the moment would prefer not to. Also if interesting chemicals are required damage to paint work is not an issue as these fairings require spraying.

For reference here is a picture of the offending hinges:

In a somewhat related thought I may regret starting this project as I'm off to buy shares in the WD40 company after having another look at the rust on the bike.
