why is there foam under my curvy tank?

Nope But, if you've got a free-flowing filter fitted it can help remove airflow restriction, much like tank spacers. And it prevents the risk of it falling off and blocking your filter, as sometimes happens

so if i remove the foam & lift the front of the tank by 15-20mm will it sound better?

Dunno really, I've changed too much other stuff to say. You could buy the used Renegade airkit that's on EBay, I thought it sounded rubbish but I'm in a minority It's £25 at the moment, bargain...
